The map is made by the community.
Anyone can report an incident, publish a shelter or say what is needed. Nothing comes from an office: it comes from whoever is there.
What you see is confirmed by neighbours.
Every point shows how many people confirmed it while being there, and the information expires on its own so nobody arrives at a place that already closed.
